Ah, the distortion gimmick is called "The Moving Pip" card. The gimmick in question used to be incorporated in a stage routine with Jumbo cards. Michael Ammar popularized this gimmick, and brought it into the realm of close-up and applied this principle to poker-sized playing cards in his routine "Visually Yours".
Michael Ammar's routine is also taught on the Distortion DVD.
While you could make the gimmick, it's very frustrating to try and do so. Not to mention the final product probably won't be nearly the quality as the one you get with the Distortion DVD.
Upon purchasing the Distortion DVD, you also purchase the right to buy replacement gimmicks, that are handmade by the crew at T11. I'm still using my gimmick that originally came with the DVD. I've owned mine for around a year and a half now.
I'd highly recommend purchasing this legitimately, it's well worth the money.
