I have also been looking for rubber cement here in Japan to no avail....I have a feeling Walmart will be a long time in coming here. Stores sell a product which they refer to as paper cement but it is just not the same, if anyone ever comes across information of places that sell rubber cement here in Japan I deeply appreciate the information.
