I've found the material for this effect in a variety of places.
It's available online and in many novelty stores. In Europe, I've found it sold (albeit quite expensively ~5 pounds rather than a couple bucks for sale in North America)

I'm still not entirely sure how much information about things can/should be released without it being considered "Exposure". I came up with this source after watching the youtube video and seeing the toothpick part of the effect. THis material has been around since I was a kid, 40 years or more ago! It was a solvent based material, quite different than it is today but WHIMS protocols have changed a lot of things.
One thing I have noticed is that all materials are not the same. Actually, the stuff I found on Maui, out of Longs Pharmacy (sold on their novelty wall) was the best material I've used. The material that kMart sells, in larger tubes, is not as fluid and doesn't produce as good an effect.
